HARBERTON PARISH COUNCIL
The Parish Council has again received complaints from residents in
Harbertonford about an increase in dog fouling.
Areas of particular concern are Bow Road between Marl Park to Old Road, the
road to the Village Hall and Woodcourt Road.
It is the responsibility of owners to ensure that any mess their dogs leave
is removed and deposited in a safe and hygienic manner.
Please remember that dog faeces are a potential health hazard – especially
to children. It’s also against the law and the Council has alerted the South
Hams District Council’s Dog Warden to the situation.
Consider others and do the right thing …

HARBERTON PARISH COUNCIL
Parish Councillors have been liaising with Totnes Police about the personal
safety and well-being of residents in both Harberton and Harbertonford.
The Police have assured the Parish Council that nobody should feel
intimidated into silence when they have concerns about criminal and
anti-social behaviour that cause them anxiety. They wish to know of all such
incidents and guarantee that all reports will be dealt with in the utmost
confidence.
Everyone in the community should report instances of disturbances, trespass,
intimidation and harassment to the Police on 08452 777444. Although you may
think an event is not serious enough to ring in, you are urged to do so, as
such reports help the Police to build up a picture of what is going on in
our villages and their staffing levels are influenced accordingly.
The Police also stress that everyone should feel free to dial 999 whenever
they regard the situation as serious and require an immediate response.
At the last Parish Council meeting PC Dunn confirmed that foot and vehicle
patrols will be undertaken on a regular and frequent basis.
Currently, the officers dealing with matters in our two villages are Sgt
Hopper and PC Dunn. Please ask for reports to be passed to them for action. |

There are now two vacancies for co-option to the Parish Council in the
Harbertonford Ward.
Interested parties should write the Clerk to the Parish Council before
5.00pm on Monday 12 December 2005 to lodge a notice of their intention.
Letters should be addressed to Mrs D Crann, Pitt Farm, Harbertonford,
Totnes, TQ9 7LF. For information about eligibility, etc, please call Mrs

Please note that these will be temporary appointments, until the Parish
Council elections in April/May 2006. |

PARISH COUNCIL
Devon County Council have written to the Parish Council about their concern
over the erection of temporary roadside signs advertising local events, as
they can be a distraction to motorists.
Please remember that DCC have the power to remove unauthorised signs, but
they are willing to be flexible if two basic rules are followed. These are:
• Signs must not be erected sooner than 3 days before the event and removed
no later than 2 days afterwards and
• A contact name and telephone number is put on the reverse of each sign.

The Council is concerned that some residents in the centre of Harberton are
still parking carelessly, despite requests to take more care.
Lately, the areas of St Clement’s / St Andrew’s Terraces and the road in
front of Ford Farm round to Harberton House have been causing difficulties.
In the case of the latter, the road was impassable to cars.
Please remember that thoughtless parking may result in vehicles being
damaged in narrow sections, not to mention restrictions for emergency
services when delays could be critical.
The Council again asks for consideration of others in this matter and,
wherever possible, off-street parking be used. This will not only improve
traffic flow, but reduce hazards for pedestrians.

There is a continuing problem with dogs fouling public areas in both
Harberton and Harbertonford – mainly by dogs who are left to roam
unsupervised by their owners.
Residents are reminded that all public areas are subject to anti-fouling
rules and not just designated area as previously. Also, that litter laws
have recently changed.
South Hams District Council have powers to impose penalties for both dog
fouling and littering – and will be using them.

COUNCIL
The Parish Council is again concerned at the irresponsible attitude of many
dog owners. Many areas are being spoiled by dog faeces being left in public
areas, rather than being “scooped” and disposed of properly.
In particular, Bow Road from Harbertonford to the Beenleigh turn-off,
between the road and the woods, has been blighted by excrement which has not
been cleared up.
REMEMBER! These droppings, as well as being unpleasant, are a health hazard
– especially for children.
The South Hams District Council Dog Warden will be advised about dogs
fouling any areas within the Parish and the owners can be prosecuted.
Please be considerate – clean up after your dog so that others can enjoy our
countryside safely and cleanly.
