The Chairman opened the meeting, welcomed everyone and, after one amendment, the minutes of the previous meeting were agreed and signed by him as a true record. He then invited PC Dunn to give his report.
Police Report: PC Dunn’s report included three assaults, two burglaries and two thefts. He also reported it would be his last visit to this Parish, which would now be overseen from South Brent, with PCs Debbie Taylor, Jackie Hopper and PCSOs Vickie Gummow and Jennifer May as the main points of contact. After further discussions, he left the meeting.
County Councillor’s Report: Cllr Date reported the County Council tax to rise by 4.75%. He had attended other meetings for domiciliary care and a new Code of Conduct. He was still hoping to send the £1,000 grant cheque to Harbertonford Playground Assn.
District Councillor’s Report: Cllr Steer reported the District Council tax to rise by 3.9% as predicted. The Chief Executive had announced she was leaving in June and going to Slough. The result of the Planning Appeal 14 & 23/1785/05/F Field OS9428, Tigley Croft, Dartington, had been dismissed, though the Clerk had not yet received notification of the result.
Matters Arising:
1) Poor visibility at Fork Cross. Ongoing.
2) P3 Footpath Scheme. Cllr Williams had now returned new survey forms to DCC Public Rights of Way.
3) Cllr Williams passed on to the Clerk various details of computers for her perusal. She will consider and report.
4) Parish Boundary Market at Peak Cross on A381. DCC Archaeological Team are now looking into this matter.
5) Other Highway Matters. A reply has now been received as follows:- one-way system at Langridge Cross, Harberton. As no injury accidents have occurred in the last three years, and funding is limited, no action will be taken.
Pedestrian Crossing signs in Harbertonford. Signs from Kingsbridge have been improved. From Totnes, moving signs would be much more expensive with lighting costs and work cannot be carried out at present.
Double white lines in Harbertonford. These are almost never used in 30mph limit areas.

Correspondence:
1) Further consideration of the letter from Mrs Stolliday in the matter of the Planning Application 23/2481/06/F, Tristford House, Harberton, was again discussed. This was about the timing of the application and that the Parish Council considered these plans, which had not been advertised on the Agenda. Councillors have now reconsidered their procedures and this should not happen again. It is intended that all plans will now be fully advertised for each meeting.
2) Fordstock. Excessive noise and drinking. Ongoing.
3) Room hire invoices to be paid: Harberton Parish Hall – 6 meetings @ £5.00 - total £30.00 and Harbertonford Primary School – 5 meetings @ £5.00 – total £25.00. Proposed by Cllr Steer and seconded by Cllr Hockings. All in favour.
4) An invoice had been received from Harbertonford Primary School for our contribution towards the cost of grass cutting - £124.50 to be paid. Proposed by Cllr Williams, seconded by Cllr Janes. All in favour.
5) SHDC. Sherford Area Action Plan Examination, Appraisal & Assessment was shown to the meeting.
6) Harberton Playing Fields Assn. Grant application. This was accompanied by a set of accounts for last year. Grass cutting was the main expense and it was proposed by Cllr Knight, seconded by Cllr Williams to grant £450.00 towards this expense. All in favour.
7) DAPC. Village Green and other items shown to the meeting.
8) Crown Copiers. The Clerk had ordered stationery items and a cheque for £139.59 had been signed between meetings.
9) SHDC. Elections – May 2007. More information was passed around the meeting.
10) SHDC. Bags for the inside of the brown wheeled bins are available from Follaton House, costing £3.75 for five.
11) DCC. Budget 2007/8. Letter shown to the meeting.
12) Best Kept Village Competition. Details handed to Cllr Janes to be passed on to the Primary School. If they enter this competition, Cllr Janes is nominated to sign for the Parish Council.
13) SHDC. Parish Cluster Meetings. Information shown to the meeting.
14) SHDC. Re Community Land Trusts. Details shown to the meeting.
15) DCC. Making a Climate Change. Details shown to the meeting.
16) SHDC. Development Control and Conservation User Group. Agenda for meeting on 02/04/07 shown to the meeting.

Annual Grant Applications:
S Hams CAB. It was proposed by Cllr Steer, seconded by Cllr Janes, to grant £50.00. All in favour.
Other applications were from Victim Support, Plymouth Samaritans, Totnes & Dartmouth Ring & Ride, Devon Wheels 2 Work and Home Start South Hams, but no donations this year.
Matters at the discretion of the Chairman:
1) Cllr Hockings reported an accident at a bridge near Hazard Cottage, Harberton, where a tanker had slipped down over the edge of the road.
2) Cllr Williams volunteered to be the Parish Council representative on the Harberton Parish Hall Committee. This was proposed by Cllr Steer and seconded by Cllr Hockings. All in favour.
3) Cllr Williams reported various potholes and will try out the new DCC pothole website.
