Minutes of Harberton Parish Council meeting held on Tuesday 12 December 2006 at Harberton Parish Hall at 7.30pm

Present: Cllrs Knight, Williams, Beamish, Hockings, Janes, Steer & County Cllr Date.

Apologies: Cllrs Fearn & Johnson.

Due to the absence of the Chairman due to illness, the Vice Chairman took the Chair. Cllr Knight opened the meeting, welcomed everyone and invited Cllr Date to give his report.

Cllr Date said he had attended three County Council meetings last month, which had included discussions on the Gypsy site at Haldon Hill and the future of the Dartington College of Art. Cllr Date said he hoped to arrange for the £1,000 payment to Cllr Jeffreys for Harbertonford Playground Assn in the near future. After further discussion, he left the meeting.

Cllr Steer then gave her report on SHDC. The planning appeal for 14 & 23/1785/05/F Field OS 9428, Tigley Croft, Dartington, was due to start the following day, 13/12/06, at the Guildhall, Totnes. Cllr Steer would attend for the morning, but would be unable to stay all day.

The new management company, Tone Leisure (South Hams) Ltd had now begun a 10 year contract to operate the leisure centres.

The budget for the next financial year was now the main subject under discussion. Free bus travel had now cost the District Council several hundred thousand pounds, far in excess of the estimated sum.

There had been no report from the Police.

The minutes of the previous meeting were then considered and signed by the Chairman as a true record.

Matters Arising:

1) Poor visibility at Fork Cross. Ongoing.

2) P3 Footpath Scheme. Cllr Williams will contact various volunteers for reports.

3) The Clerk had not yet heard from James Miller with estimates for clearing silt at the Ford in Harberton.

4) The bench in memory of the late Edmund Janes had now been ordered.

5) Harbertonford Playground Assn. New playground equipment was in the process of being installed.

6) Request for one-way traffic system down from Langridge Cross to Dundridge House. Ongoing.

7) The Clerk hoped the problem of the signature at Lloyds Bank had now been solved.

Planning: Parish Council recommendations –

Decisions at the meeting

23/2232/06/F Pound Court Cottage, Old Road, Harbertonford. Alterations, extension and change of use to form additional dwelling. No objections. Proposed by Cllr Beamish, seconded by Cllr Janes. 5 in favour, 1 abstention.

14 & 23/1785/05/F Field OS 9428, Tigley Croft, Dartington. Change of use of land to transit site for 12 gypsies/travellers’ caravans. Appeal to be held 13/12/06, at the Guildhall, Totnes.

Correspondence:

1) DAPC. Village Green magazine received, together with various items including Introduction to Planning 25/01/07 at Exeter. Cllr Knight wished to attend. It was proposed by Cllr Williams, seconded by Cllr Steer to pay for this course costing £25.00. All in favour.

2) SHDC. Public Space Strategy. A letter from Devon & Cornwall Constabulary, Paignton, was read to the meeting detailing reorganisation of the Police in this area. We now come under Dartmouth, Kingswear, Totnes and South Brent – South Hams East Sector. Chief Inspector Tony Steer will be based at Kingsbridge in overall charge of South Hams and West Devon. Special Places and Active Spaces Draft for Consultation was shown to the meeting.

3) SHDC. Estimate of costs re Parish Elections, May 2007. A letter was shown to the meeting indicating that election costs should be included in the financial year 2007/8.

4) Rattery Sawmill’s invoice had been received for the bench in memory of the late Edmund Janes. This was signed between meetings for £219.26 (£186.60 + £32.66 VAT).

5) Copies of recent insurance inspections of the play equipment in the play areas at Harberton and Harbertonford had been received; copies sent to John Culf and Jane Jeffreys for information.

6) SHDC. Budget meeting on 18/01/07 at Follaton House at 7.00pm. The Clerk and Cllr Knight will attend.

7) Harberton Playing Fields Assn. Donation cheque for £52.26 paid into the bank.

8) Invoice for mower repairs £61.41 signed between meetings and paid by hand by the Clerk to K C Garden Machinery, Totnes.

9) Leisure Centres. Future management update 6 shown to the meeting. Tone Leisure (South Hams) Ltd begin their 10 year contact for the leisure centres.

10) DCC. Temporary road closure – East Leigh Cross to Monkey Oak, Harberton – 23/01/07.

11) SHDC. Off-street parking places. Details of new parking charges shown to the meeting.

Matters at the discretion of the Chairman:

1)  Cllr Janes reported that the Parochial Church Council were concerned about a vehicle being parked constantly on the footway to the A381 on the left-hand side of the church gate in Harbertonford.

2) Cllr Beamish reported pot holes at Harbertonford in Bow Road, past Crowdy Mill along to Beenleigh.

3) Cllr Beamish also enquired if the Clerk could contact Planning for information on the progress of the new dwelling at Blacklands, Moreleigh Road, Harbertonford.

4) The Clerk reported that DCC Highways office at Ivybridge was closing in the New Year. The new office will be under the control of Brian George at DCC, Devon House, Brunel Road, Newton Abbot TQ12 4PB. Telephone: 0845 1551004.

5) The Clerk also passed to councillors some details from Lin Simonon in Harbertonford, proposing a project at the bus shelter. This to be discussed further at the next meeting.
