The Chairman opened the meeting, welcomed everyone and invited Cllr Date to speak. He gave a report of his recent meetings and also mentioned that he had earmarked £1,000 towards the new equipment for Harbertonford Playground Association from a sum of £8,000 allocated to him by DCC. He also took note of various Highways issues under discussion and would be writing to Mr Halliday. After further discussion, he left the meeting.
The minutes of the previous meeting were then considered, agreed and signed by the Chairman as a true record.
Matters Arising:
1) Vandalism in Harbertonford was discussed as an ongoing problem. Residents are reminded of the Police telephone number 08452 777444 to ring if there are any problems.
2) Poor visibility at Fork Cross, Harberton. Ongoing.
3) P3 Footpath Scheme. Ongoing. Cllr Williams raised the subject of Hernaford Lane, Harbertonford, again and asked who was responsible for trimming it.
4) The Clerk still has to contact Janes Miller for a quote to remove silt at the Ford in Harberton.
5) A bench in memory of the late Cllr Edmund Janes was then considered. The suggestion of a second wooden bench on the Kingsbridge side of the Ford at Harbertonford gained approval from all councillors, with a plaque in his memory. This was proposed by Cllr Williams, seconded by Cllr Knight. All in favour. The Clerk will contact Rattery Sawmill for details.

Decisions between meetings
23/1643/06/F 7 Youldens Close, Harbertonford. Construction of single storey rear extension. Retrospective application. Following a site meeting, councillors were unhappy with the standard of work visible. We asked Planning Officers to attend and verify condition and quality of work.
23/1798/06/F New dwelling, Blacklands, Moreleigh Road, Harbertonford. Minor amendments to 23/1084/04/F. No objections.
23/1846/06/RM Langford Farm, Harberton. Erection of an agricultural dwelling (outline permission granted 23/0482/05/O April 2005). Cllr Hockings declared an interest and took no part in the discussion. No objections. Proposed by Cllr Williams, seconded by Cllr Beamish. 7 in favour, 1 abstention.
23/1871/06/F Moore Farm, Harberton. Erection of agricultural livestock building and implement store. No objection provided there is an agricultural need. Proposed by Cllr Janes, seconded by Cllr Hockings. All in favour.
Correspondence:
1) A letter from Harbertonford Playground Association was read out to the meeting. Cllr Jeffreys explained that the new play equipment ordered (a roundabout and see-saw) would be installed in December and asked for the £500 promised by the Parish Council earlier in the year. It was also explained by the Clerk that the £300 which had been reserved in January 2004 formed a part of the £500 this year. There would also be another £500 available in the next financial year, as already agreed, to make a final total of £1,000. It was proposed by Cllr Williams, seconded by Cllr Johnson, to grant and pay the £500 now requested. All in favour.
2) GLEAM. Newsletter received. Also, notification of AGM on 27/10/06 at Newbury Rugby Club.
3) SHDC. Changes to waste collection days from 25/09/06. This appears to be proceeding with many hiccups.
4) SHDC. Leisure Centres – latest update.
5) DCC. Temporary road closures in Harbertonford. Moreleigh Road 09/10/06 and 16/10/06. Also, Old Road 24/10/06.
6) Devon & Cornwall Police Liaison Meeting 02/10/06 at Wembury. Also, advertising for Independent Members to serve from April 2007.
7) SHDC. Seminar for Community Land Trusts on 01/11/06 at Ivybridge Town Hall.
8) DAPC. AGM on 30/09/06 and Agenda. Notice Employment Equality (Age) together with Annual Report 2005/6 and details of various training days and workshops.
9) SHDC. Strategic Partnership.
10) Successful conclusion of Annual Audit to 31/03/06 was announced. Notices had been posted on noticeboards.
11) A letter from Steve Jane was read out to the meeting. This dealt with various highway problems in Harbertonford and a request to tidy up the pavement between Mill Meadow and Harbourne Filling Station.

Matters at the discretion of the Chairman:
1) Cllr Beamish reported that the litter bin by the entrance to Harbertonford Playground was frequently thrown into the playground. He requested it be secured by SHDC on to its cement base.
2) At the noticeboard opposite the Post Office in Harbertonford, the glass had been broken. Cllr Janes had asked Steve Jane if he could replace it and he is willing to do so. The Clerk will contact him.
3) Cllr Jeffreys gave notice of the AGM of the Harbertonford Playground Association at the school on 02/11/06 at 7.00pm.
4) Cllr Williams reported potholes in the road just below the Vicarage in Harberton. Cllr Fearn also reported that Screws Lane needs attention.
5) Cllr Williams asked the Clerk to write to Highways to pursue the possibility of the traffic going one-way down to Harberton past Dundridge House from Langridge Cross on the A381.
6) Cllr Knight reported cars dangerously parked in Old Road, Harbertonford, just by the junction with the A381 opposite the Post Office.
7) Cllr Fearn asked councillors for their decision regarding an email address for the Parish Council. Cllr Williams proposed harbertonparishcouncil@hotmail.co.uk as the preferred option and this was agreed by all councillors. A password to be agreed. Cllr Fearn then put forward a suggestion that the Clerk should be provided with a computer. She will contact DAPC to explore any possibility of a grant towards such a purchase.
8) Cllr Fearn reported that a suggestion had been made that a sweet chestnut tree be planted in Harberton Playing Field in memory of Bryan and Marlene Stubbings. There was a young tree available and John Culf was seeking permission of the Parish Council to plant it. Councillors agreed that this was an excellent idea. It was proposed by Cllr Knight, seconded by Cllr Hockings, to proceed with the planting. All in favour.
9) The Clerk reported that Lloyds TSB Bank did not have the correct signatories for the two accounts held by the Parish Council. She said that there were several former councillors remaining on the list and she had written two letters which would be delivered by hand to the bank. It is hoped these will correct the situation. The letters were signed by the Chairman and the Clerk.
