Minutes of Harberton Parish Council meeting held on Tuesday 11 July 2006 at Harberton Parish Hall at 7.30pm

The Chairman opened the meeting by welcoming everyone and invited PC Dunn to speak. He gave a short report for the month, the main item being the local Special Constables’ evening patrols in Harbertonford due to local youth problems. Any residents concerned about this problem should ring 08452 777 444. There were several minor reports of criminal damage and a special speed enforcement assessment along A381 between the garage and pedestrian crossing. PC Dunn also expressed concern regarding two holes in the ground at the unconverted section of the former Glanvilles Mill leading to the basement being a danger to children. After further discussions PC Dunn left the meeting.

The minutes of the previous meeting were then considered and, after one amendment, were agreed and signed by the Chairman as a true record.

Matters Arising:

1. Poor visibility at Fork Cross, Harberton. Cllr Steer reported that there had been another accident at this junction since the last meeting. She had been in contact with Mr Anning and plans for the improvements were progressing.

2. P.3.Footpath Scheme. Ongoing.

3. A fax received by the Clerk today from County Cllr Date was read to the meeting reporting on this month’s County Council meetings.

Planning: Parish Council recommendations.

Decisions at meeting –

23/1130/06/F – Tristford Cottage, Harberton. Amendments to 23/2349/05 to create link at ground floor level. Cllr Williams declared an interest and took no part in the decision. No objections. Proposed by Cllr Johnson, seconded by Cllr Janes. 5 in favour,1 abstention

23/1223/06/F – Threshing Barn, Tristford Barns, Harberton. Conversion to ancillary accommodation. Objections as originally passed as garaging and no extra accommodation needed. Proposed Cllr Johnson, seconded by Cllr Knight. 5 in favour, 2 abstentions.

23/1282/06/F – Owls Roost, Beenleigh, Harbertonford. Decision deferred for site meeting.

23/1289/06/LB & 23/1290/06/F – Youldens Lower Barn, Harbertonford. Conversion of barn to 2 bed annexe. No objections, but Parish Council express concern at generation of extra traffic on to A381 at a difficult entrance. Proposed by Cllr Williams, seconded by Cllr Knight. 6 in favour, 1 abstention.

23/1078/06/AG – Beenleigh Meadows, Harberton. Erection of small wind turbine and solar panel. For information only.

Correspondence:

1. Church Cottage, Harberton. The Clerk had been informed that guttering was now hanging down from this building. SHDC Environmental Health Dept to be informed.

2. SHDC Breathing Spaces. Grant information to be passed on to Jan Culf for HPFA and Cllr Jeffreys for Harbertonford Playground.

3. SHDC request for temporary road closure, Old Road, Harbertonford 28/08/06 for the Annual Street Party. No objections. All in favour.

5. Letter received from Parsons Brinckerhoff, Exeter re improvements to bus stops on A381 at Harbertonford was read to the meeting and discussed by Councillors. Northbound bus stop. It was agreed to propose bollards on the outer edge of the pavement to prevent parking on the footway at the side of the bus stop and to seek paint colours of the proposed anti graffiti paint inside the bus shelter. Southbound bus stop. The Parish Council agreed to marking of the yellow road markings at bus stop, also to clear vegetation from existing bus stop sign.

6. Details of Police recorded message read to the meeting re warnings of thieves in the area.

7. Hand bells in Harbertonford. The Clerk had received a phone message seeking the whereabouts of the Harbertonford hand bells and following a letter from the Secretary of the Committee it was agreed it was not a Parish Council matter.

8. SHDC Local Development Framework. Details shown to the meeting.

9. Casual Vacancies. Following the display of the statutory notice of Casual Vacancies for Councillors, 2 in Harbertonford & 1 in Harberton, the Parish Council are still seeking volunteers to become Councillors.

10. SHDC Chairman’s Sunday at Greenway. Details shown to the meeting.

11. Leisure Centres Future Management Update No 4 shown to the meeting.

12. DAPC. Various items received. Notification of death of the Chairman Cllr Peter Hill on 04/07/06; various training days and list of Local Council Audit Fees to 2011.

13. DCC Temp Road Closure 14/08/06. Old Road, Harbertonford. Bridgeside to Orchard Lodge House.

14. The Clerk pointed out she would need a cheque signed for £50.00 for Exeter Diocesan Board of Finance Ltd by 22/08/06 for the second payment of the playground lease as there would be no meeting in August. Proposed by Cllr. Knight, seconded by Cllr. Janes. All in favour.

Matters at the Discretion of the Chairman:

1. Cllr. Beamish reported a road sign in Bow Road, Harbertonford, now invisible, also T-junction sign not needed. Highways will be asked to review the road signs and remove any not needed. Cllr. Williams also reported a sign outside his entrance was badly installed.

2. Cllr. Johnson again spoke about the granite boulders at the entrance to Harberton Parish Hall splay and made the suggestion of a small raised garden at this site to improve its appearance.

3. Cllr. Fearn suggested the Parish Council should get a quote from James Miller to remove the silt from the river at the Ford in Harberton.
