The resignation had been received from Cllr Patrick. Councillors wished to thank her for her work on the Council and wished her well for the future.
The Chairman opened the meeting, welcoming everyone and referred councillors to the minutes of the planning meeting held on Monday 24 October at Harberton Parish Hall. These minutes were considered, agreed and signed by the Chairman as a true record.
Next, the Chairman referred councillors to the minutes of last month’s Parish Council meeting held on Tuesday 11 October 2005 at Harbertonford Primary School. These were also considered, agreed and signed by the Chairman as a true record.
Matters Arising:
1) With reference to Planning Application 14/23/1785/05/F, field OS9428, Tigley Croft, Dartington, the Clerk had now received copies of 15 letters of objection from local residents.
2) Flooding in Harberton. Ongoing.
3) P3 Footpath Scheme. Ongoing.
4) DCC speed check on A381. Ongoing.
5) Illegal parking at the bus stop in Harbertonford. The Clerk had received a second letter from the Harbertonford resident regarding this matter. All councillors will review the situation and further discussions will take place at the next meeting.
6) Re Parish Road, Harberton, problems with traffic. Ongoing.
7) Re cress at Ford area, Harbertonford. It was thanks to Cllr Beamish that the cress had now been removed. The Clerk had now received a quotation for £360.00 + VAT for the complete removal of this cress with a digger and dumper truck. This would not now be necessary, certainly until the next growing season.

Decisions at the meeting:
23/2042/05/TCA The Old
Forge, Old Road, Harbertonford. Various tree works. No objections. Proposed by
Cllr Beamish, seconded by Cllr G Janes. All in favour.
Appeal withdrawn 23/0439/05/F Tigley Croft, Dartington, siting of a static caravan.
Correspondence:
1) Following the resignation of Cllr Patrick, there are now two vacancies for Parish Councillors for Harbertonford. These are to be advertised.
2) A letter had been received from Western Power Distribution for permission to resite the stay wire from an electricity pole on the corner of Tristford Road and Parish Road, Harberton, to the corner of Harberton Playing Fields, close to the play equipment. After a full discussion, councillors were all against this proposal, as was the advice from Mr J Culf, who looks after the playground. Councillors felt the resiting of this stay wire into the playground would pose a danger to children ands also, due to the angle of the wire, it would encourage them to climb the wire and play on it. The Clerk will reply accordingly to Western Power Distribution.
3) SHDC. Parish Cluster Meetings will be held on 29/11/05 at Harbertonford Village Hall. Two councillors hope to attend.
4) A letter had been received from Harberton Playing Fields Assn enclosing a cheque for £269.21 for expenses for mower repairs.
5) SHDC. Statement of Community Involvement was passed around the meeting.
6) South Hams Society. A letter had been received, together with booklets. These were shown to the meeting.

Matters at the Discretion of the Chairman:
1) Cllr Beamish reported that Mrs & Mrs Rigby of Beenleigh were concerned that the Ring and Ride bus service may be curtailed and that they would no longer have access to public transport.
2) Cllr Fearn reported buddle holes and drains need attention along Screws Lane and down to Blakemore.
3) Cllr Jeffreys invited councillors to an open meeting of Harbertonford Playground Assn on 24 November at the Primary School at 7.00pm.
