The Chairman opened the meeting, welcomed everyone and invited Cllr Date to speak as he had another meeting to attend. Cllr Date reported that he was still endeavouring to arrange a meeting between D Cllr Yonge and C Cllr Chorlton and the officers of the County and District Councils regarding the shortfall in the funding for the Harberton flood prevention scheme. D Cllr Steer also spoke, supporting Cllr Date’s efforts, as she, too, had been unable to progress this meeting. C Cllr Date took note of several other highway items, which he hoped to speak to Mr Halliday about on our behalf – ie: pedestrian crossing, 20mph speed limit in Harbertonford and some white lines on the roads in Harberton. Cllr Date then left the meeting.
Mr Beagley from Harberton then spoke specifically regarding the recent flooding in lower Harberton, following the sharp storms in June. After further discussion, both members of the public left the meeting.
PC Miskin then gave her report. There had been damage to a number of vehicles in Bow Road and Moreleigh Road in Harbertonford and the telephone kiosk in Harbertonford had been broken into. In Harberton, there had been some very fast and noisy motorcycles reported. Regarding the recent accident on the pedestrian crossing in Harbertonford, there had been an arrest. After further discussion, PC Miskin left the meeting.
The minutes of the previous meeting were then considered and, after one amendment, were signed by the Chairman as a true record.
Matters Arising:
1) Flooding in Harberton. Still ongoing.
2) P3 Footpath Scheme. Ongoing.
3) Harbertonford Playground Scheme. The Clerk had now received a copy of a new lease from Mrs Walker of Michelmores in Exeter. Copies were passed around the meeting for examination by the councillors. It appeared that all the new alterations, which had been agreed, were in place and all councillors felt it was the best deal we would get. It was proposed by Cllr Jeffreys, seconded by Cllr Patrick, that this should be signed. All in favour.
4) The Clerk had replied to Mr Jones of Tigley Croft, regarding the possible application for a travellers’ site. D Cllr Steer reported that, generally, SHDC were not in favour of the proposal. It was also thought that DCC and District Councils should co-operate more closely regarding the planning of such sites in the future.
5) The Clerk had followed up Mr Barkas’ letter regarding the deteriorating condition of Church Cottage, Harberton. Having again contacted the owner’s husband and appraised him of the situation, there had been no change in the circumstances. It would seem that they were either unable or unwilling to do anything.
6) Bus shelter in Harberton. Cllrs Hockings and Stubbings had now examined the bus shelter and certain repairs were required. Cllr Hockings will attend to the matter.
7) D Cllr Steer reported that James Miller had very kindly cleared out the silt at the Ford in Harberton. The councillors expressed their thanks to him.
8) The Clerk had received a letter from Mr Halliday of DCC regarding a request for solar speed signs along the A381 road at Harbertonford. He will be arranging a site meeting with councillors to discuss the matter.

23/1141/05/F Bow Chapel, Bow Road, Harbertonford. Replace and enlarge existing roof lights. No objections. Proposed by Cllr Beamish, seconded by Cllr G Janes. 7 in favour, 1 abstention.
23/1098/05/CLE Certificate of Lawfulness for existing permanent residential occupancy of mobile home, East Leigh Farm, Harberton. Parish have no opinion, though councillors are aware of its existence.
23/0439/05/F Notice of Appeal. Tigley Croft, Dartington. Retrospective siting of static caravan for office.

1) A letter had been received from St Peter’s Parochial Church Council, together with a copy of the accounts, requesting a grant towards the upkeep of the churchyard. It was proposed by Cllr G Janes, seconded by Cllr Beamish, to give an increased grant this year of £300.00. All in favour.
2) Letter received from DCC giving notification of a temporary road closure at Old Road, Harbertonford, on 03/08/05 at Newlands.
3) Letter received from SHDC re Local Authorities Members’ Allowances 2003 shown to the meeting.
4) DEFRA. Clean Neighbourhoods and Environment Act 2005 – details shown to the meeting.
5) Letter received from Ms Bagley of SHDC re Harberton flooding shown to the meeting.
6) Letter received from Mr Whittle of Harberton thanking the Parish Council for allowing his family to use Harberton Playing Field for a wedding. This letter was read out to the meeting.
7) SHDC. Request received for temporary road closure of Old Road, Harbertonford on 29/08/05 between 1600 and 2230 for the village carnival street party. All in favour.
8) SHDC. Waste Collection Changes Project. Details shown to the meeting and posters to be displayed in both villages.
9) SHDC. Local Development Framework – details to be passed around the councillors for information.

Matters at the Discretion of the Chairman:
1) Cllr Fearn apologised for the non-appearance of the minutes in the Parish magazine last month, due to a breakdown of equipment.
2) D Cllr Steer raised the subject of parking at the Primary School car park in Harbertonford. It was to be brought to the attention of the residents that parking was strictly by permit only. Car owners should apply to the School Secretary for information. During the day time, parking is only for those on school business.
3) D Cllr Steer again raised the subject of the lack of visibility for motorists at Fork Cross junction, Harberton. The Clerk had on several occasions raised the subject with Highways.
4) Cllr G Janes thanked all the councillors for their good wishes to her husband, Cllr E Janes, who was now making steady progress to better health.
