Minutes of Harberton Parish Council meeting held on Tuesday 10 February at Harbertonford Primary School at 7.30pm.

The Chairman opened the meeting, welcomed everyone and invited PC Aldridge to speak. She had come in place of PC Miskin, who was unavailable. There had been six crimes in Harbertonford since the New Year and all had been resolved. After further discussions, PC Aldridge left the meeting.

The minutes of the previous meeting were then considered, agreed and signed by the Chairman as a true record.

Matters Arising:

1) Flooding in Harberton. Still ongoing.

2) P3 Footpath Scheme. Still ongoing.

3) Harbertonford Playing Field. Cllr Jeffreys had now received a draft of a lease for the Playing Field from Mr Bob Greig, The Property Services Manager for the Diocese. This was not quite what the Parish Council had been expecting. We had hoped for a Licence to use the Playing Field. Copies will be distributed to councillors for their perusal and further consideration at the next meeting.

4) Luscombe Cross. Still ongoing.

5) Harbertonford Car Park wall. Still ongoing.

6) Street light at corner of Mill Meadow, Harbertonford. Still ongoing.

7) 20mph speed limit through Harberton. DCC had now sent photos and prints of the proposed siting for the 20mph signs. It was proposed by councillors that the new 20mph limit should commence outside Tristford Farm on the west side of the village and not further down the hill.

Planning: Parish Council Recommendations –

Decision between meetings

23/0041/04/F New dwelling and garage, Blacklands, Moreleigh Road, Harbertonford. Outline permission has already been granted. No objections.

Decision at meeting

23/0208/04/TCA Pear Tree Cottage, Old Road, Harbertonford. Fell cherry, apple and eucalyptus trees. Decision deferred for a site meeting.

Correspondence:

1) A letter received from SHDC re Council Tax base was shown to the meeting.

2) William Sutton Group. A news release had been received re the integration of Tor Homes into the William Sutton Group, one of the largest housing trusts in the country – this also included the Ridgehill Housing Association from the south-east.

3) SHDC. New parking charges for 2004 received and shown to the meeting.

4) P3 Parish Paths Partnership. Updated information passed to Cllr Williams.

5) DAPC. Various items received including: Royal Garden Party 6/7/04 – no nominations, Devon Rural Training Events 2004, Campaign for Community Banking Services, Commissioning and Planning a Website, etc. Also Devon Play News Release

6) Auction of Promises 3/4/04 at Totnes Pavilion Leisure Centre towards Raynauds and Scleroderma Assn. Notice on board.

7) SHDC. Open Spaces Policy re children’s play areas. Letter shown to the meeting.

8) SHDC. Play Schemes in South Hams 2004. Letter shown to the meeting.

Matters at the discretion of the Chairman:

1) Cllr Williams reported that the footpath from Broad Park Stile to Dundridge was blocked at the top end near Dundridge.

2) Cllr Williams also reported dangerous holes in the roads in Harberton where the tests had been dug for the flood scheme.

3) Following recent discussions, D Cllr Steer reported that any buildings made of straw bales would need planning permission unless they were just shelters for animals, eg: for lambing.

4) Harberton Parish Hand Bells. Following telephone calls made to the Clerk and to D Cllr Steer regarding the whereabouts of the hand bells, a discussion took place at the meeting. Their location was known to one of the councillors who declined to disclose their present whereabouts. If anyone wishes to use these bells, they should contact the Clerk on 01803 732210.

The meeting closed at 9.30pm and the next will be held on Tuesday 9 March 2004 at 7.30pm at Harberton Parish Hall.
