Minutes of Harberton Parish Council meeting held on Tuesday 9 December 2003 at Harbertonford Primary School at 7.30pm.

The Chairman opened the meeting, welcomed everyone, then the minutes of the previous meeting were considered and, after two amendments, were signed by the Chairman as a true record.

Matters Arising:

1) Flooding in Harberton. D Cllr Steer had not yet received final confirmation from SHDC that the main flood prevention scheme for Harberton would definitely progress next spring, but she was still hopeful that, at the meeting on 6/1/04 a final decision would be made to proceed.

2) P3 Footpath Scheme. Still ongoing.

3) Harbertonford Playing Field. Still ongoing.

4) The Luscombe Cross. This had now been repaired by English Heritage.

5) Harbertonford Car Park Wall. Still ongoing.

6) Street Light at Mill Meadow, Harbertonford. The Clerk had now replied to John Halliday of DCC at Ivybridge, who had agreed to site this new light on the corner by Up Yonder near the hedge.

7) The Clerk had also enquired of John Halliday (DCC) re a 15mph speed limit through Harberton, but it transpired that the lowest legal speed limit is 20mph. The Clerk will write accordingly.

Planning: Parish Council Recommendations –

Decisions at the Meeting

Appeal APP/K1128/C/03/1128592 – Mr G Trott, Leigh Bridge, Harberton. To start on 17/2/04 at Follaton House, Totnes. Any representations should be made to Planning Inspectorate, 3/23 Hawk Wing, Temple Quay House, 2 The Square, Temple Quay, Bristol, BS1 6PN, quoting reference as above, not later than seven days prior to the hearing.

23/2365/03/F Tailrace, Crowdy Mill, Harbertonford. Erection of garden shed. No objections. Proposed by Cllr E Janes, seconded by Cllr Evans. 8 in favour, 1 abstention.

Correspondence:

1) Letter from Harbertonford Playground Association seeking a grant. This will be considered at the end of the financial year.

2) Letter from Dartington Parish Council informing us that Mrs Mary Bride Nicholson will not be able to attend the next meeting of the Governors of Dartington C of E Primary School.

3) SHDC. Official notice of street naming and numbering of the new houses at Pendarves, Harberton, being 1a and 2a (flat numbers) and 1 to 6 Pendarves (house numbers), was shown to the meeting.

4) DCC. Changes to public rights of way wardens team shown to the meeting.

5) SHDC. Local Authorities Members’ Allowances shown to the meeting.

6) GLEAM. Minutes of the Annual General Meeting held on 24/10/03 passed to Cllr Stubbings.

7) DAPC. Standing Orders and Chairmanship had been purchased, costing £6.00. Invoice to be paid. Proposed by Cllr Evans, seconded by Cllr Beamish. All in favour.

8) SHDC. Telecommunications Database September 2003 passed around the meeting.

9) SHDC. Budget consultations at Follaton House on 7/1/04. Cllr Evans agreed to attend.

10) Invoice received from Steve Jane for £7.74 being the cost of a padlock which he had attached to the noticeboard at the Ford in Harbertonford. This to be paid. Proposed by Cllr E Janes, seconded by Cllr Patrick. All in favour. The Parish Council thank Mr Jane for fixing this padlock so quickly, which will benefit the whole village.

11) New Electoral Register received and passed around the meeting for inspection.

12) Invoice received from James Miller for grass cutting; six cuts at £33.00 + VAT. Total £232.65 to be paid. Proposed by Cllr Hockings, seconded by D Cllr Steer. All in favour. He also enclosed an estimate for next season 2004 at the same rate of £33.00 per cut + VAT, which was unanimously accepted.

13) A letter had been received from Messrs Bartons Solicitors, notifying the Parish Council of an application for the transfer of the Justices Licence at Church House Inn, Harberton, to Donald Reece on 9/1/04.

14) DAPC. Various items received:- Village Green magazine, names of new County Committee members, Village of the Year 2004 Competition and Parish Plans Training Surgery on 27/1/04, etc.

Other items on the table:- SHDC Executive Forward Plan and Minutes of Executive Meeting held on 4/12/03, SHDC “Can We Help?” Environmental Health Service, Community Flood Archive Project, Devon Structure Plan to 2016 – Examination in Public. Report of the Panel, DCC newsletters, etc, South Hams and West Devon NHS Health Guide, South Hams Tourism News and Parish Update.

Matters at the discretion of the Chairman:

1) Cllr Patrick reported that at Foalesleigh, Harberton, where the barns were being converted, the builders are leaving a great deal of rubbish and litter on the road, making it very unsightly.

2) Cllr Beamish reported that at West Leigh, Harberton, he thought there was a building of straw bales being constructed.

3) Cllr E Janes had been told that a small drain cover was missing on Harbertonford Bridge, along the new pavement. He had also been informed that there was an abandoned car in the Parish Car Park in Harbertonford. The Clerk will investigate.
