Minutes of Harberton Parish Council meeting held on Tuesday 8 July 2003 at Harbertonford Primary School at 7.30pm.

The Chairman opened the meeting, welcomed everyone and invited the member of the public to speak. Mr Woollett of Harbertonford had come to speak about HSSG (Harbertonford Sports and Social Group), of which he is Chairman. He mentioned the correspondence which he had had with the Environment Agency regarding the landscaping of the Ford at Harbertonford. Mr Woollett also mentioned that they would willingly help in the consultation period if there were any future projects in the village of this nature. This group was also now pursuing charitable status. He enquired if the Parish Council would like to appoint a new representative to join their committee. They were also proposing a road closure for a street party on 24/8/03 at Old Road, Harbertonford. He then left the meeting.

The minutes of the previous meeting were then considered, agreed after one amendment and signed by the Chairman as a true record.

The Clerk then read out a report received from Inspector Ellis by fax from Totnes Police. There had been two crimes reported in each village during June, all of which had been dealt with.

Matters Arising:

1) P3 Footpath Scheme. Cllr Williams had booked Harberton Parish Hall for a meeting on 15/7/03.

2) Flooding in Harberton. Re flooding in Tristford Road at Christmas time. After several attempts, the Chairman had now managed to contact Mrs Yates’ agent for this land, who had now changed to a Mr T Lawson. The Chairman was hoping to arrange a site meeting within the next month.

3) Queen’s Golden Jubilee photos in Harberton. Cllr Fearn had brought the album to the meeting for councillors to look at and all agreed that Mr and Mrs Strivens had completed a very worthwhile document. A vote of thanks was proposed and carried.

4) Skateboard park in Harberton. The Chairman outlined the contents of a report received from Mandy Life of SHDC. This detailed all aspects and some costs, which would be well over £17,000 plus insurance. A copy of this report was also being sent to Sue Groom at Harbertonford.

5) Harbertonford Playing Field. A skip had now been booked for 19 July, to be filled by volunteers to clear away the old fence and rubbish along the boundary of the Playing Field at a cost of £56.27. All in favour. This will be reimbursed by the Diocese.

6) Luscombe Cross. The Clerk had now heard from English Heritage reinforcing the fact that they hoped to complete repairs this autumn.

7) Seat at Gills Cross, Harberton. John Culf had now completed this installation and many thanks are due to him from us all for his hard work. An invoice for £52.88 (including £7.88 VAT) had been received and was to be paid. Proposed by Cllr Fearn, seconded by Cllr Stubbings.

8) It was noted that the road up to Manor Cottage in Harberton had now been repaired.

9) It was also noted that Joyner’s Nurseries, along Avonwick Road, had again displayed plants for sale notices. The Clerk will enquire of SHDC Planning Dept.

Planning: Parish Council Recommendations

Decision between meetings –

23/1176/03/CU Gosworthy Farm, Harberton. Change of use of land to domestic curtilage. No objections.

Decision at the meeting –

23/1192/03/LB Skindles, Luscombe, Harbertonford. Listed Building, consent for demolition of lean-to for replacement to new entrance/conservatory. No objections, provided it complies with LB Regulations. Proposed by Cllr E Janes, seconded by Cllr Patrick. All in favour.

Correspondence:

1) New signature forms for the four new councillors were filled in for Lloyds TSB Bank.

2) DCC. Countryside and Rights of Way Act 2000. Consultation period to end on13/8/03.

3) DCC. Community Travel Plan for Harberton. Ben Hubbard from Local Services Group at Ivybridge had written to arrange a meeting with the Parish Council to explain this new strategy. It was proposed to invite him to the October meeting to explain.

4) SHDC. Standards Committee. An additional parish representative was being sought and Cllr Williams wished to put his name forward. It was proposed by Cllr Stubbings, seconded by Cllr E Janes, that a letter of support be sent from the Parish Council. All in favour.

5) Standards Board for England. A new video and guide had been received and this was to be circulated amongst councillors.

6) DCC. Community Travel Plan was shown to councillors.

7) DCC. Temporary road closures shown to the meeting as follows: Woodland Road, Harbertonford, for 5 days from 17/7/03; also Tristford Road for 1 day on 5/8/03.

8) New Ethical Framework Regulations (Code of Conduct) came into force 30/6/03.

9) DPFA. AGM 31/7/03 at Tedburn St Mary Hall. Also, Annual Report 2002/3 was shown to the meeting.

Matters at the discretion of the Chairman:

1) Write to DCC questioning the road from Painsford to Bow Bridge has been closed for so long. (E Janes)

2) It was reported that the footbath No 16 from Broad Park Stile up towards Dundridge in Harberton was blocked off at the top end. (Fearn)

3) In Woodland Road, Harbertonford, outside Teazel Cottage, the road was said to be breaking up. (Patrick)

4) Both Cllrs Evans and Fearn reported finger posts missing at Ford Barn Cross and Blakemore Level in Harberton.

5) It was reported that in Harbertonford, along Old Road, and in the school car park on Friday nights, there have been several reports of youngsters (under age) riding motor cycles. The Police are to be informed. (Williams)
