Minutes of Harberton Parish Council meeting held on Tuesday 8 April 2003 at Harberton Parish Hall at 7.30pm.

Present: Cllrs Hockings, Janes, Fearn, Williams, Stubbings, Evans and D Cllr Steer

Apologies: Cllr Preston-Day. The letter of resignation and apologies from Cllr Preston-Day was then read to the meeting and all councillors wished her well while regretting her resignation.

The Chairman opened the meeting by welcoming everyone and invited members of the public to speak, but they declined. The minutes of the previous meeting were then considered, agreed and signed by the Chairman as a true record.

Matters Arising:

1) Cllr Fearn asked the Clerk to make enquiries of DCC Highways as to when the road up to Manor Cottage, Harberton, was going to be repaired.

2) P3 Footpath Scheme. There will be a second meeting in May.

3) Cllr Janes had spoken to Mr Wheeler and he had agreed that his £300 donation to the village should be put towards new equipment at the Harbertonford Village Hall extension.

4) Flooding in Harberton. Mr Bill Lawrence of SHDC had agreed that a meeting should be held in Harberton to consult the residents who had been flooded. D Cllr Steer will liaise with him.

5) Queen’s Golden Jubilee. Harberton photographic record still ongoing.

6) Skateboard park in Harberton. The Clerk had received dome papers from Mr Goulden which Cllr Williams will pass on to those involved.

7) Harbertonford Playing Field. The Clerk had now had a reply from the Church Commissioners re the ownership of this land, but was not achieving any positive results as they did not seem to acknowledge ownership. The Clerk will now write to Rev John Ough, seeking his help.

8) Re Luscombe Cross. Having written to English Heritage, without much success, the Clerk will approach Mrs Yates.

9) Seat at Gills Cross, Harberton. There having been so much support in the village for the retention of this seat, the Parish Council will now be renewing it in the near future.

23/0460/03/F Dorsley Barton, Harberton. Renewal of 23/0541/98/3. Conversion of Shippen and Piggery for ancillary accommodation. No objections.

23/0465/03/F Pendarves, 1-4 Tristford Road, Harberton. Demolition of existing properties and developing 4 houses and 2 flats. Full support.

Decisions at the meeting –

23/0534/03/F Belsford Farm, Harberton. Conversion of stables to annexe/holiday accommodation and extension to garage. No objections. Proposed: Cllr Fearn, seconded: Cllr Williams. 6 in favour, 1 abstention.

23/0575/03/F 2 Riverside Mill Cottage, Harberton. Retrospective permission for trellis fence. No objection.

23/2339/02/F Old Mill Cottage, Harberton. Appeal against r5efusal for extension.

23/0652/03/F Sandwell Farm, Harberton. Conversion of barn to holiday accommodation. No objections. Proposed: Cllr Stubbings, seconded: Cllr Evans. 6 in favour, 1 abstention.

Tree Preservation Order Review, Factory Hill Wood, Harbertonford. SHDC were seeking information as to the ownership of this land. It is known to be part of the Englebourne Farm.

Work to hedgerows in Harberton. This land is known to be part of Mrs Yates’ estate.

1) The letter from Cllr Preston-Day had already been dealt with.

2) DAPC. Annual subscription now due, £153.00. To be paid, proposed: Cllr Janes, seconded: D Cllr Steer. All in favour. DAPC County Committee Elections, but no nominations this year. Rural Trends questionnaire to be completed and returned. DPFA. Annual subscription now due, £15.00. To be paid, proposed: Cllr Evans, seconded: D Cllr Steer. All in favour.

3) Letter from “Approved” and “Ogham Tree & Rural Services” passed to Cllr Williams

4) Totnes Town Council Annual Meeting 17/4/03 at 7.00pm at the Civic Hall. Notices posted on boards.

5) S Hams Rural Transport Forum. Details passed to Cllr Fearn.

6) Devon Structure Plan to 2016. Comments required in writing by 17/4/03.

18) Letter from Mrs Widger read out to the meeting re access to a field down Kiln Lane, Harbertonford. The Parish Council can only recommend that the CAB may be able to help.

19) GLEAM. Annual subscription now due, £10.00. To be paid again this year. Proposed: Cllr Janes, seconded: D Cllr Steer. All in favour. Their newsletter passed to Cllr Stubbings.

20) Notice of South Hams Parish Councils Conference on 3/6/03.

21) Invoice for new ribbons for Clerk’s word processor, £99.40 (inc £14.80 VAT). To be paid, proposed: Cllr Janes, seconded: Cllr Evans. All in favour.

Matters at the discretion of the Chairman:

1) Cllr Janes reported that the traveller camped along by Luscombe Cross, Harbertonford, was now manufacturing wood and wicker work.

2) It was reported that some teenagers returning from Totnes on the Shuttle on Friday evening were too rowdy in Harberton. This to be monitored.
