The
Chairman opened the meeting, welcoming everyone and invited Mr Buxton-Smith to
speak. He started by introducing his
colleagues and then outlined recent progress with the flood prevention works.
The traffic lights had now gone, easing congestion.
Bow Road was still closed, but would soon be open to single line
traffic until the work there had finished.
The work in the river would be able to commence after 27
June and the dredging would then start. The
Ford Area would then be occupied by the contractors, and one of the exits
would need to be the steps opposite the Post Office, thus causing some more
traffic problems. The spoil from the river would be tipped up onto the
reservoir site along Woodland Road. Mr
Adamiw would be in charge of this phase for the contractors.
After several questions, the three gentlemen left the meeting.
County
Councillor Owen Masters then spoke. He
outlined some of the County spending programme for this year, deploring the
inevitable cutbacks. He pointed out
that the government contribution seemed to shrink every year. Cllr Masters thanked the Parish Council for their letter
acknowledging his efforts in achieving the funding for the flood prevention
works now in progress. He also
mentioned the Harberton scheme, to which DCC had promised to contribute and
this was one of the capital schemes now being considered by SHDC.
Cllrs Masters then left the meeting.
The
minutes of the previous meeting were then considered, and after two
amendments, were signed by the Chairman as a true record.
Apologies had been received from Insp Ellis of Totnes Police and the
Clerk read out a fax received from him reporting two crimes in each village
during the past month.
Matters
Arising:
1) Flooding in
Harberton. Still ongoing.
2) Ford
area in Harberton. This work was now
nearly complete and looked really splendid. The
result of a real community effort. A
cheque had been signed between meetings for £282.52 in favour of Messrs
Jewsons for materials. Another invoice
for £55.46 for the balance of the building materials had been paid for by Mr
Cannon and he was to be reimbursed. Proposed
by Cllr Fearn, seconded by D Cllr Steer. All
in favour. There was still an invoice
for a quantity of sand awaited from Mr J Hoddinott.
A seat donated by Mr and Mrs Steer has yet to be put in place.
It was also suggested that a granite plaque commemorating the Jubilee
be placed in the area. This was proposed by D Cllr Steer, seconded by Cllr Stubbings.
All in favour. Estimates to be
obtained. Letters of thanks will be
sent to Messrs Jewsons and Jim Morrison of DCC and Cllr Fearn asked the
Chairman, Cllr Hockings, to officially open the new garden at the request of
the volunteers.
3) Queen’s
Golden Jubilee. The photographic record
of Harberton, organised by Helen Strivens was progressing.
4) Re
HGV lorries through Harberton. The Clerk will approach Peter Hookham of DCC for advice on possible
new signing at the entrance to the village at Broad Park Stile.

Matters

Janes reported renewed concern re business being carried on at The Barn at
Shambahala Cottage, Moreleigh Road, Harbertonford.
He agreed to report back on developments at the next meeting.
2) Cllr Stubbings reported the road breaking up in the lane past
Manor Cottage, Harberton, even up to Hayes Barn. The Clerk will contact DCC.
3) Cllr Stubbings also reported the footpath sign at Watery Lane
missing and he asked the Clerk to enquire if any new copies of the Definitive
Map were available.
