Minutes of Harberton Parish Council meeting held on Tuesday 14 May 2002 at Harbertonford Primary School at 7.30pm.

The Chairman opened the meeting and invited Mr Buxton-Smith to commence. He had come with two colleagues to give a further report on the progress of flood prevention works. There had been some inevitable delays, but work was progressing satisfactorily. The cabins will soon be removed from Bow Road to the dam site down Woodland Road and traffic lights will be removed. The river work will start in June/July in accordance with the plans to safeguard the nesting and spawning. The Environment Agency hope to fit in with village arrangements for Jubilee on the Ford Area and carnival (end Aug). The three visitors will return again in June to give another short report. They then left the meeting.

Other members of the public were invited to speak. Many had come with letters of objection (eight in all) to Plan No 23/0729/02/F Bryer House, Fore Street, Harberton – extension to dwelling. Each spoke in turn and gave the Clerk a letter of objection voicing concerns at the plan as being more than an extension, rather a rebuild, incurring loss of light in each case, reducing values of surrounding properties and over-development of the site.

Then more young members of the public spoke, requesting provision for a skateboard ramp in the playground adjoining the school.

The Chairman explained that this land belonged to the Church and was administered by the School, so an approach should be made to them. The Parish Council would be prepared to offer their support, by letter if requested.

Ms Giles then spoke. She had arranged for a picnic visit to the Broadhempston Jubilee Woodland for Harbertonford residents on Sunday 23 June. She had also spoken with Mrs S Franklin of Diptford regarding the P3 footpaths scheme. The Parish Council agreed to look into this matter at a future date.

The Chairman then adjourned this meeting while the Annual Parish Meeting took place, to be continued afterwards.

The Parish Council meeting recommenced.

The minutes of the previous meeting were considered and, after one amendment, were signed by the Chairman as a true record.

The Chairman then resigned. The Clerk called for nominations for Chairman. It was proposed by Cllr Monaghan, seconded by D Cllr Steer to nominate Cllr Hockings – he accepted the nomination. There being no other nominations, voting was all in favour. The Vice Chairman then resigned and the Chairman called for nominations. It was proposed by Cllr S Jane and seconded by Cllr Fearn, to nominate Cllr E Janes – he accepted the nomination. There being no other nominations, the voting was all in favour.

Matters Arising:

1) Flooding in Harberton. There will be a visit to Harberton on Wednesday 15 May by SHDC to examine the situation.

2) Ford area in Harberton. Work was now in progress and would soon be completed. A cheque for £377.47 payable to Messrs Jewsons had been signed between meetings for building materials, as agreed at the last meeting. Cllr Fearn raised the subject that Mr and Mrs White were unhappy that this had not been called the Millennium Project. Councillors felt that there was little support in 2000, but the Golden Jubilee has stimulated much more active support for the idea.

3) Queen’s Golden Jubilee. Helen Strivens is progressing with her photographic record of Harberton. Cllr Fearn is to pass on to her a Parish Council cheque for £96.00 made payable to Totnes Photographic as per her estimate. Cllr Hockings will be donating a copper beech tree at an appointed site in Harberton Playing Field in the autumn.

4) With regard to the new audit arrangements, D Cllr Steer had spoken to Mr Maddox who had agreed to help with the new audit arrangements, for which the Clerk is very grateful.

Planning: Parish Council Recommendations

Decisions between meetings –

23/0580/02/LB Dorsley Barton, Harberton. Replacement of six windows. No objections in principle.

23/0611/02/F Stonehills Cricket Field. Erection of pavilion and machinery shed. No objections in principle.

23/0634/02/F (The Old Forge) s/b “Ford Valley”, Harberton. Amendment to 23/1262/92/3. No objections in principle.

Decision at meeting –

23/0729/02/F Bryer House, Fore Street, Harberton. Extension. It was proposed by Cllr Stubbings, seconded by Cllr Fearn, to object to this plan as overdevelopment of the site in a prominent position in the village, in the Conservation Area. It would also restrict the light to many local residents. Voting 10 in favour, 1 abstention.

Correspondence:

1) Grants to be considered for Harbertonford and Harberton Parochial Church Councils. The requests were accompanied by the latest accounts. It was proposed by D Cllr Steer, seconded by Cllr E Janes, that each should receive £250.00. All in favour.

2) Devon & Cornwall Constabulary – Ringmaster – Community messaging scheme. The Parish Council wished to be included in this scheme. The Clerk will complete and return the form.

3) DAPC. Training day for new Chairmen 27/6/02 and also a training day for Internet and emails 21/5/02.

4) SHDC. Philip Lawrence Awards 2002. Nominations sought for young people with a positive contribution to their communities.

5) Various newsletters received from DCC shown to the meeting.

6) SHDC. Executive Forward Plan displayed on notice board.

7) S Hams CVS Newsletter shown to the meeting.

8) Healthy Minds Seminars 12/6/02 and 3/7/02 shown to the meeting.

9) Lloyds TSB Bank interest rates shown to the meeting.

10) SHDC. Code of Conduct. Following the adoption of this Code by the Parish Council from the date of the previous meeting, 9 April 2002, councillors had two months to complete and return the forms of “General Notice of Registrable Interests – 9 June 2002. So far, councillors who have signed or will sign the forms are: Cllrs Hockings, Fearn, Stubbings and D Cllr Steer from Harberton and Cllrs Preston-Day, E Janes and Christiansen from Harbertonford. SHDC will be advertising our adoption of this Code in accordance with requirements. The vacancies will be advertised in due course.

11) Totnes Caring. AGM to be held on 21/5/02 at Totnes Community Hospital at 7.30pm.

12) S Hams Hedgerow Survey. The Clerk will reply.

13) Tor Homes newsletter shown to the meeting.

14) Voluntary Vine newsletter shown to the meeting.

15) A letter from Windeatts, Solicitors, enquiring if the Parish Council claim ownership of the Old Access to Foalesleigh Farm, Harberton. The Clerk will reply that there is no claim.

16) SHDC. Golden Jubilee update shown to the meeting.

17) SHDC. Agenda and Minutes shown to the meeting.

18) Cornhill Insurance premium due 1/6/02 will be £282.49. This to be paid – proposed by D Cllr Steer, seconded by Cllr Fearn. All in favour.

19) DCC. Road Safety in Devon. Booklet shown to the meeting.

20) SHDC. Minutes of meetings 1/5/02, 2/5/02 and 9/5/02 shown to the meeting.

21) SHDC. £40.00 voucher scheme for sports equipment passed to Cllr S Jane.

22) S Hams Rural Transport Forum to be held on 22/5/02 at Yealmpton at 7.30pm.

23) SHDC. Noise Action Day – 22/5/02.

24) DCC. Notification of closure of the bottom of Moreleigh Road, Harbertonford, for works on 10/6/02.

Matters at the discretion of the Chairman:

1) Cllr S Jane wished to know who is responsible for the edge of the footpath outside his property.

2) Cllr Stubbings reported there had been more HGV lorries travelling through Harberton on their way to Joyners Nurseries along Higher Plymouth Road. Cllr S Jane volunteered to approach Joyners asking if they could direct these vehicles along the main road from Totnes.

3) Cllr Fearn reported the sign at Blakemore to Harberton in need of repair.

4) The Clerk had finally had a reply from BT to her letter of 14/3/02, giving an estimate for work on the manhole at the Ford area in Harberton - £3,700.00 plus VAT!! The work is now under way at no cost.

The meeting closed at 10.45pm. The next meeting will again be held at Harbertonford Primary School on Tuesday 11 June 2002 at 7.30pm when the Environment Agency will give another report of progress with the flood prevention works.
