Minutes of Harberton Parish Council meeting held on Tuesday 12 February 2002 at Harbertonford Primary School at 7.30pm.

The Chairman opened the meeting, welcomed everyone and invited the member of the public to speak. Mrs Jeffreys had come regarding the reforming of the Harbertonford Playground Committee which now had four members who were interested in re-establishing this committee. The Clerk had received a map back from the Land Registry, showing the local boundaries (in different colours) of the playground and the privately owned homes and TOR Homes properties along Marl Park, but no indication as to who owned the boundaries. Mrs Jeffreys said they had already fundraising for new equipment now that SHDC were unable to assist with finance. There was a full discussion about the subject and Cllr Hoddinott offered to enquire of Mrs Yates’ agent, to see if he could be of assistance and report back at the next meeting. Mrs Jeffreys then left and the meeting continued. The minutes of the previous meeting were considered, agreed and signed by the Chairman as a true record.

Matters Arising:

1) Flooding in Harbertonford. The Environment Agency had now commenced work on the flood prevention scheme in the churchyard and along the river bank down Bow Road.

2) Flooding in Harberton. Still ongoing.

3) Ford area in Harberton. The Chairman, together with a couple of the newly formed Ford Area Committee, had recently met with Jim Morrison of DCC who had agreed to provide some materials for the landscaping.

4) Re Harbertonford Playground. This had just been discussed at the start of the meeting.

5) Re proposed pedestrian crossing over A381 in Harbertonford. The plans had now been passed for the footway across the bridge on the north side and the pedestrian crossing will be installed after the flood defence works are completed near the bus shelter and churchyard.

6) Queen’s Golden Jubilee. There had not been any interest in Harbertonford so far. Harberton now had several things in hand.

Decisions between meetings –

23/0031/02/F Belsford Court, Harberton. Lifting of condition restricting all-year-round occupancy. No objections in principle.

23/0046/02/F Mill Cottage, The Old Mill, Harberton. Erection of two storey extension and store. No objections in principle.

17/0091/02/F Fletcher’s Combe, Diptford. Alterations to dwelling. No objections in principle.

Correspondence:

1) The Clerk had received fax message from Insp Mike Ellis, the new Police Inspector at Totnes. He expressed his apologies that he would not be able to attend the Parish Council meeting, but hoped to come sometime soon. He reported on 3 minor crimes in each village.

2) Notice of Audit 1999/2000/2001 at Follaton House on 18/2/02 had been received.

3) A letter from Mrs Jeffreys of Harbertonford re the Playground Committee had dealt with earlier.

4) SHDC. Local Plan Review Open Days. Notice shown to the meeting and notices displayed on notice boards in both villages.

5) Dates set for public exhibition for Totnes schools 28/1/02 to 8/3/02. Letter shown to the meeting.

6) Community Self Help Emergency Plans. Letter shown to the meeting.

7) B & Q "You Can Do It" Awards 2002. Details shown to the meeting.

8) SHDC Executive Forward Plan shown to the meeting.

9) SHDC Community Awards 2002. Details shown to the meeting.

Matters at the discretion of the Chairman

1) Cllr Preston-Day reported a blocked buddle hole along Woodland Road, Harbertonford, just by the first left-hand bend out of the village.

2) A dumped white Fiat car was reported up Chapel Lane, Harbertonford; also potholes along Beenleigh near Luscombe, Harbertonford (E Janes)

3) Cllr E Janes asked the Clerk to write to the Police re the car tyres which were slashed last week outside Marl Park houses in Harbertonford. There was no response to a telephone call to the Police answerphone and someone had to call personally at the Police Station the next day.

4) There had been further complaints reported to Cllr Mason and D Cllr Steer about the clay pigeon shooting in Harbertonford as being on different days to those arranged. To be monitored.

5) Cllr Christiansen reported that there had been a particularly loud and fast motorcycle up and down Old Road, Harbertonford, driving dangerously the previous Sunday. This is to be monitored.

6) Cllr Stubbings reported on the Harberton Parish Hall charges. Following the committee’s discussions, it had now been decided to reinstate the concessionary charges for Harbertonford residents.

7) Cllr Monaghan requested consideration for speed humps down Bow Road, Harbertonford.

8) Cllr Stubbings also reported that the bus turning bay in Harberton had again been blocked by parked cars – thus causing buses to reverse out of the village. Extra notices were requested.

9) D Cllr Steer had reported to the Clerk that certain Harberton residents were disappointed that the Ford Area project had not been completed for the Millennium, but would now be for the Queen’s Golden Jubilee.

The meeting closed at 9.20pm. The next meeting will again be held at Harbertonford Primary School on Tuesday 12 March 2002 at 7.30pm when the Environment Agency will be attending to report of the progress of the flood prevention scheme.
