Minutes of Harberton Parish Council meeting held on Tuesday 11 December 2001 at Harberton Parish Hall at 7.30pm.

The Chairman opened the meeting by welcoming everyone. The minutes of the previous meeting were then considered, agreed and signed by the Chairman as a true record.

The member of the public had come to hear the discussion at the meeting in respect of the planning application for the "Tree Mast".

Matters Arising:

1) Flooding at Harbertonford. Still ongoing. The next meeting on 11 January will be attended by the Environment Agency and Ms Diane Rotherham of Halcrows.

2) Flooding in Harberton. SHDC will be meeting on 20/12/01 and funding for this work will be on the agenda.

3) Ford Area in Harberton. D Cllr Steer reported that Mrs Barkus had mentioned that she had some stones which could be used for this landscaping. The Chairman will speak to Mrs Barkus.

4) Re Harbertonford Playground. There was still no progress concerning the fence. After discussions, it was proposed by Cllr Hoddinott and seconded by D Cllr Steer, that enquiries be made from the Land Registry of the ownership of the boundary at numbers 6 and 11 Marl Park (this being at both ends of the fence). All in favour.

5) Following the site meeting at A381 bridge in Harbertonford re the proposed pedestrian crossing, Cllr Monaghan reported that 3 councillors had attended, together with John Halliday, Peter Hookham and an engineer from DCC. A request for advance warning lights was being considered and new working drawings were being prepared which would move the crossing slightly further from the bridge, as the councillors considered that the traffic approaching from Kingsbridge would not have sufficient warning of the crossing. Regarding the Listed Building Consent for the footway across the western side of the A381 bridge, it was proposed by Cllr Monaghan, seconded by Cllr E Janes, to support this. 9 in favour, 1 abstention.

6) Parish Street Sweeper. D Cllr Steer had looked into the matter and it had been confirmed that we should receive the same hours of work as previously – ie: five hours in each village each week.

23/1982/01/F Erection of 20 metre "Tree Mast", Blakemore Farm, Harberton. Parish Council fully support this plan. Proposed by Cllr Hoddinott, seconded by Cllr Stubbings. 9 in favour, 1 abstention.

Work to trees in Conservation Area Youldens, Harbertonford. Decision to be left to the Tree Officer of SHDC. 9 in favour, 1 abstention.

23/2007/01/F Sandwell Farm, Harberton. Relocation of access. No objections in principle. Proposed by Cllr Mills, seconded by Cllr Stubbings. 9 in favour, 1 abstention.

23/2022/01/F Church of England Primary School, Harbertonford. Extension to toilets. Decision deferred for a site meeting.

Correspondence:

1) HM the Queen’s Golden Jubilee. D Cllr Steer proposed that there should be a meeting in both villages to see what residents would like to do. This was agreed and it was proposed that the Harbertonford residents could meet on 8 January 2002 in the Primary School, just prior to the Parish Council meeting at 8.00pm and the Harberton residents on 9 January 2002 in Harberton Parish Hall at 7.30pm.

2) S Hams Rural Transport Forum. Next meeting to be held at the Guildhall, Dartmouth, on 23/1/02 at 7.30pm.

3) DAPC. Nominations for Treasurer of DAPC were being sought. There were no nominations from this Parish Council.

4) Newsletters from DCC were shown to the meeting.

5) Standards Board for England. Details shown to the meeting. SHDC was also looking for a Parish representative for a new Standards Committee of the Council. There was no nomination.

6) Dept of Transport, Local Government & the Regions. Model code of conduct for relevant authorities. Details shown to the meeting.

7) Devon declared Foot and Mouth free. Letter from DCC shown to the meeting.

8) A letter from SHDC re Disability Discrimination Act 1995 was shown to the meeting.

9) SHDC. Executive Forward Plan from 13.12.01 posted on Notice Board.

10) South Hams Sports Awards 2001. Details shown to the meeting.

11) South Hams Crime Audit 2001. Details shown to the meeting.

12) SHDC. Seminar between 10.00am and 3.30pm on the Provision of Skate Parks on 22/1/02 at Quayside Leisure Centre, Kingsbridge.

13) Room hire for 2001. Invoice for £8.00 for 13/11/01 at Harbertonford Village Hall. Also 6 meetings, Jan/Feb/Apr/Jun/Sep/Nov, at Harbertonford School @ £5.00 = £30.00 and 7 meetings, Mar/May/Jul/Sep/Oct/Nov/Dec at Harberton Parish Hall @ £5.00 = £35.00. Three cheques to be paid – proposed by Cllr Monaghan, seconded by D Cllr Steer. All in favour.

14) Totnes Rural Transport Forum. Newsletter and timetable shown to the meeting.

15) DAPC. Village Green magazine. Newsletter and details of Best Kept Village Competition 2002 shown to the meeting.

16) The Clerk wished to thank Cllr Preston-Day for auditing the accounts last month.

Matters at the discretion of the Chairman:

1) Cllr E Janes put in a request for the A381 to be edged in white lines from Langridge Cross to Harbertonford to aid visibility during bad weather.

2) Cllr Stubbings explained that the original concessionary booking charges for Harberton Parish Hall for Harbertonford residents was to run for one year only, but he was looking into the matter further.

3) Cllr Fearn requested that the buddle hole in Screws Lane, Harberton, be cleared out.

The meeting closed at 9.05pm.

The next meeting will be held on Tuesday 8 January 2002 at 7.30pm at Harbertonford Primary School and will be a public meeting to discuss arrangements for HM the Queen’s Golden Jubilee. There will also be a meeting the following night, 9 January 2002, at 7.30pm at Harberton Parish Hall for Harberton residents to discuss arrangements for HM the Queen’s Golden Jubilee.
