Minutes of Harberton Parish Council meeting held on Tuesday 20 November 2001 at Harbertonford Primary School at 7.30pm.

The Chairman opened the meeting by welcoming everyone. The minutes of the previous meeting were then considered, agreed and signed by the Chairman as a true record.

Matters Arising:

1) Flooding in Harbertonford. Following the public meetings in both villages, the Environment Agency and Ms Rotherham will be attending the January meeting.

2) Flooding in Harberton. Still ongoing.

3) Ford area in Harberton. Still ongoing.

4) Re Harbertonford Playground. Cllr Fearn handed to the Clerk the enquiry forms from The Land Registry, which she will study.

5) DCC. Community Self-help Plan received and explained to the meeting. After some discussion, it was decided that with the excellent community spirit in both villages, there was no need to pursue the Community Plan. All in favour.

6) Following the public meetings in both villages, attended by the Environment Agency, Ms Rotherham and Ruth Bagley of SHDC at Harbertonford and Ms Bagley at Harberton, the general feeling was one of support to contribute to the two proposed flood prevention schemes by raising £10,000 over two or three years on the Precept.

Planning: Parish Council recommendations

23/1674/01/AG Westleigh Farm, Harberton. Erection of barn. Withdrawn.

23/1720/01/LB St Peter’s Churchyard, Harbertonford. Enlarging culvert.

23/1721/01/F OS Parcel 7600 Harbertonford. Construction of new dam upstream of village and new wall along Bow Road. Both these plans are fully supported by all councillors.

23/1813/01/F Hatchlands Farm, Harberton. New farmworker’s bungalow. No objections, provided there is agricultural need. All in favour.

Listed Building Consent for proposed footway across A381 at Harbertonford Bridge on western side. The Parish Councillors would like a site meeting to discuss arrangements with Devon County Council. This relates to the proposed pedestrian crossing.

Correspondence:

1) A letter received from Mrs Allen in Harbertonford explains a change of name from "The Hungry Horse" to "Pound Court Cottage" from 16/11/01, the restaurant having now closed. This was the name of these premises in 1861.

2) DCC. Re local bus service 164. A letter had been received reporting that three times recently this bus was unable to use the turning place in Harberton due to a parked car. Residents are reminded that this space should be kept clear.

3) SHDC. Cleaning of public conveniences. Information received and shown to the meeting.

4) Totnes Community Participation Day 17/11/01 at Borough Park, at 10.00am. Notices received from SHDC and Totnes Town Centre Action Group.

5) DCC. Prohibition of Waiting Order for the junction at Moreleigh Road with Woodcourt Road, Harbertonford. Final notice shown to the meeting.

6) Re HM the Queen’s Golden Jubilee 2002. A letter from the Lieutenancy Office suggests the Parish Council might like to contribute towards a fund to establish an Orchard of Devon Apple Trees for the Jubilee. After some discussion, it was proposed by Cllr Preston-Day and seconded by Cllr E Janes, to send £10.00. Amendment by Cllr S Jane to send £20.00. There being no seconder, the vote for the motion was 8 in favour, 1 abstention.

7) SHDC. South Hams Community Strategy shown to the meeting.

8) SHDC. Farmers’ Market at Ivybridge, Harford Car Park on 17/11/01 at 9.00am.

9) A letter received from Mrs Legg of Harbertonford PCC invited a member of the Parish Council to read a lesson at the service at Christmas. Cllr S Jane agreed to do the reading.

10) GLEAM. The minutes of the recent AGM were passed to Cllr Stubbings.

11) Two letters from Mrs Pope of Harbertonford were read to the meeting. The first dealt with flooding matters and the second with the proposed pedestrian crossing.

12) Totnes Carers meeting – second Wednesday each month 6.30pm at Totnes Hospital.

13) SHDC. Parish Street Sweeper. A timetable had now been received indicating Thursday in Harbertonford and Friday in Harberton were the appointed two days for sweeping, there being only two hours in each village per week. Councillors were unhappy with these new arrangements and the reduced hours in each location (less time travelling) and visit every two weeks might be a solution.

14) SHDC. Executive Forward Plan commencing 15/11/01 and minutes of that meeting 15/11/01, together with minutes of Council meeting 1/11/01 and SHDC Performance Plan, all shown to the meeting.

15) DCC. Devon Foot and Mouth Enquiry October 2001 and News from DCC – details shown to the meeting.

16) DCC. S Hams Priority Action Team (Traffic and Road Safety) Report shown to the meeting.

17) DCC. Structure Plan to 2016. First Review shown to the meeting.

18) DEFRA. Quality Parish and Town Councils – Consultation Paper shown to the meeting.

19) Torbay and District Community Health Council Annual Review 2000/1 shown to the meeting.

20) TOR Homes Annual Report 2000/1 shown to the meeting.

21) Devon and Cornwall Police Annual Report shown to the meeting.

22) SHDC. Agenda and Minutes shown to the meeting.

Matters at the discretion of the Chairman:

1) Cllr S Jane reported the Woodland Road sign behind the bus shelter in Harbertonford had disappeared. Also the paving stones on top of wall surrounding St Peter’s Church car park were loose. This wall belongs to the church as part of the car park boundary.

2) Cllr E Janes reported the pot hole just above Marylands, Harbertonford, had not yet been repaired. Also, a pot hole outside Rock Cottage, Harberton.
