The Chairman opened the meeting and invited the visitors from Environment Agency and Halcrows to start the proceedings. They came with the exhibition display 5b for the proposed flood prevention scheme, which had been the preferred option by a large majority of those who had completed the forms at the Village Hall exhibition 10-17 August and the one supported by the Environment Agency. Mr Buxton-Smith (EA) went on to detail the work which had already been carried out to deepen the riverbed under A381 bridge and associated works at the Ford area, together with the proposed work to be carried out from Rolster Bridge to Crowdy Mill. He was joined by Ms Diane Rotherham (Halcrows) and they both answered very many questions put by the audience. Finally, they hoped to submit a planning request in early October, but in any case would return for the meeting on 13 November at the school to report progress, when the public would again be welcome. They then all left and the Parish Council meeting commenced at 9.15pm.
The minutes of the July meeting were considered, agreed and signed by the Chairman as a true record.
Matters Arising:
1) Flooding in Harbertonford. This had all been covered by the speakers from EA and Halcrows at the start of the meeting.
2) Flooding in Harberton. Still ongoing.3) Ford area, Harberton. Drawings had now been received from Mrs Barkas with suggested landscaping of the area and would be passed around the Harberton councillors for consideration.
4) Following the enforcement notice re the vehicles in a field near Hazard Cottage, Harberton, the owner had now lodged an appeal number 0130/01.
5) Re Harbertonford Playground, near the school. The responsibility for renewing the broken fence was still unclear. Cllr Christiansen will bring this subject up for discussion at the next School Governors’ meeting and report back.
6) Cockhills, Bow Road, Harbertonford. The untidy state of this site was still causing concern.
Planning: Parish Council recommendations – Decisions between meetings
01/1100/01/F Painsford Farm, Painsford, Ashprington. Erection of radio communications mast and buildings (Parish of Ashprington). A unanimous decision to object to this application as dangerous to health, also the extra height made it too visible.
23/1324/01/F 9 Youldens Close, Harbertonford. Extension to bedroom at rear. No objections in principle.
23/1424/01/F New stable block, Little Grove Farm, Harberton. No objections in principle.
Correspondence:
1) A letter had been received from County Councillor Owen Masters informing us that he will be absent for several months. He has been appointed as Head of the Council of Europe Election Observation Mission in Kosovo, a great honour. He has made arrangements that any problems/queries, etc in his absence, will be dealt with by either Cllr Ted Mitchell (01364 72240) or Cllr Jonathan Hawkins (01803 752280).2) The Clerk had received a letter of thanks from Mrs Pope, following the resolving of the problem of the barking dogs opposite her house.
3) SHDC. Details of a meeting held on 19/7/01 and Minutes of the Executive Meeting held on 23/8/01 were shown to the meeting.
4) SHDC. Contacting the Council. Details shown to the meeting.
5) SHDC. Executive Forward Plan. Details to be displayed.
6) S Hams CVS request for funding. To be considered at the end of the financial year.
7) SHDC and Coast and Countryside. Details re lifting of foot and mouth restrictions shown to the meeting.
8) S Hams Rural Transport Forum meeting to be held on 12/9/01 at KEVIC, Totnes at 7.30pm. Cllr Fearn hopes to attend.
9) DAPC. Various items received, including Village Green magazine, Clerks’ training day details, conference at Dartington 17/10/01, new Councillors’ training day 10/10/01, etc.
10) Report from the Governors of Dartington Primary School 9/7/01 shown to the meeting.
11) SHDC. New arrangements for Parish road sweeping. Details shown to the meeting. The new arrangements will commence on 1/10/01. It will mainly affect our village street sweeper. There will, in future, be a full-time mobile street sweeper (with a van) who will travel around several villages, replacing the individual part-time street sweeper. It was unanimously agreed that the Clerk should write to Mr G Dance and thank him for his service to the Parish during the past seven years.
12) SHDC. Planning guidance leaflets for trees, public rights of way and landscaping were shown to the meeting.
13) River Dart 3rd Annual Review shown to the meeting.
14) S Hams Police Liaison Meeting to be held on 15/10/01 at the Recreation Ground Pavilion, Exeter Road, South Brent. Subject – new Police radio communications system.
15) Temporary road closures in Harberton and Harbertonford. Notices displayed on both notice boards.
16) DCC kayaking courses. Notices on boards.
17) S Hams Community Partnership Plan. Details shown to the meeting.
18) S Hams Mediation. Details shown to the meeting.
19) DCC monthly newssheet received. Also Pledge for Devon – details shown to the meeting.
20) S Hams Leisure Centres. Details shown to the meeting.

23) Letter from Julian Darling was discussed. He had written to the Chairman suggesting a meeting with councillors. This was arranged for 25/9/01.
Matters at the discretion of the Chairman:
1) Cllr S Jane reported weeds in the pavement outside 22 Riverdale, Harbertonford.
2) Cllr Stubbings again expressed concern that very young (also older) children regularly played in the road at the bottom of Harberton. The public highway was not a suitable playground, especially in view of the fact that the village possessed an extremely attractive playground up the top of the hill. It was feared that there would soon be a nasty accident.
3) Cllr Fearn reported an overhanging hedge outside 3 Riverdale, Harbertonford. Cllr Christiansen agreed to speak to the owners.
4) The Chairman reported that Gordon Ruwald of Harberton had volunteered to attend the October meeting to speak about the proposed development at Dundridge.
5) District Cllr Steer asked the Clerk to write a letter of thanks to Mrs Barkas of Harberton, who had taken photos and made some very attractive drawings of the Ford area of Harberton, with suggestions for landscaping the area, with a view to improving the entrance to the village.
6) Cllr E Janes asked if the Parish Council would give permission for the timetable of the Harbourne Shuttle to be displayed in the bus shelter at Harbertonford. There were no objections.
7) Cllr E Janes reported he had been told that the premises (specifically the barn) at 1 Moreleigh Road, Harbertonford, was now being used as a business.
8) Cllr E Janes reported a hole in the road near Marylands, Old Road, Harbertonford.
9) Cllr Hoddinott reported that at the lower entrance to Harberton Playing Field, the sign "Playing Field" was missing.
