The Chairman opened the meeting and the minutes of the previous meeting were considered, agreed and then signed by the Chairman as a true record.
Matters Arising:
1) Flooding in Harbertonford. The Chairman read out a letter from Mr G Waite and Mr Len Lewis regarding a recent meeting in Harbertonford, between residents of Bridgeside Cottages and the Environment Agency and Halcrows. None of the members of the Parish Council, nor Cllr Masters had any knowledge of this meeting. The Clerk will reply accordingly.
2) Flooding in Harberton. A letter had been received from SHDC to the effect that a survey was to be carried out by Centre Line Surveys.
3) Vehicles in a field near Hazard Cottage, Harberton. Still ongoing.
4) Ford Area in Harberton. Still ongoing.
5) Re 1 Moreleigh Road, Harbertonford. The Clerk had written to Steve Bottomley, SHDC Planners, and he was fully conversant with this case. He confirmed that up to now no planning permission was required but, if a business was to be started, a "Change of Use" would be required.
Planning:
Parish Council Recommendation –
9/23/0500/1/F Extension and alterations at 1 and 2 Old Hall, Tristford Road, Harberton.
Decision deferred for a site meeting.
Correspondence:
1) A letter had been received from Mr B George of DCC Highways informing the Parish Council that the lay-by outside the bus shelter at Harbertonford would be constructed in April. This had, in fact, now been completed. He also advised that the A381 between the garage and the bus shelter would be resurfaced.
2) A letter and invoice had been received from Green Gardens, Ivybridge, for grass cutting at the playground next to the primary school for Jan/Feb/Mar. The Clerk produced the two licences relevant to this playground, which she had taken out of safe custody – one between the school and the Parish Council dated 1979 for one year and the second between the Parish Council and the Playground Committee dated 1984 for five years. The Parish Councillors wished to reflect on this matter, as it appeared that the school wished the Parish Council to take control of this grass cutting. No decision was made and the matter will be discussed further at the next meeting.
3) Subscriptions were now due to:
DAPC for £132.00 this year (an increase of £3.00). Proposed by D Cllr Mrs
Steer, seconded by Cllr Mills that this should be paid. All in favour.
DPFA for £12.00 (no increase). Proposed by Cllr E Janes, seconded by Cllr Mason
that this should be paid. All in favour.
4) SHDC. Consultation on Political Structures shown to the meeting.
5) DCC Elections. Notices for 3 May 2001 now redundant.
6) Letter from DCC re flooding in Harberton. Already discussed.
7) Letter from David Holley of Bristol re alteration to licence at Hungry Horse Restaurant at Harbertonford shown to the meeting.
8) DCC. Local Minerals Plan shown to the meeting.
9) Countryside Agency Rural Survey 2000.

10) A letter from DTI re local Post Offices was read to the meeting.
11) AGM for Totnes Caring 17/5/01 to be displayed on noticeboard.
12) SHDC. Supplementary Planning Guidance. Details shown to the meeting.
13) Half fare travel forms shown to the meeting.

16) Letter received from Harberton Parochial Church Council requesting a grant towards upkeep of the churchyard. This was supported by a copy of the latest accounts. It was proposed by D Cllr Mrs Steer, seconded by Cllr Hockings to give a £250.00 grant. All in favour.
17) S Hams Leisure Centres. Various leaflets shown to the meeting.
18) DCC. Details of Target 2010, to reduce road casualties by 40% shown to the meeting.
19) Totnes and District Older People Consultation Group meeting on 5/4/01 had been cancelled.
20) DAPC. Various items received, including items relating to Foot and Mouth crisis. Also, notification that from 1/4/01 the threshold above which Parish Councils will be required to prepare accounts has been raised from £5,000 to £50,000.
21) SHDC. Site Notices-Planning Applications. Sample notice shown to the meeting, indicating that plans are also held by the Parish Clerk and could be viewed by appointment with her.
22) SHDC. Planning advice leaflets shown to the meeting.
23) SHDC. Leisure and Recreation questionnaire to be completed and returned.
Matters at the Discretion of the Chairman:
1) Cllr E Janes reported that the road approaching Beenleigh from Crowdy Mill was subsiding and dangerous.
2) The Chairman reported that dogs were fouling the Ford area in Harbertonford. Would owners please tidy up after their animals.
