The Chairman opened the meeting by welcoming everyone. The minutes of the previous meeting were considered, agreed and signed by the Chairman as a true record.
Matters Arising:
1) Flooding in Harberton. Still ongoing.
2) Re vehicles on land opposite Hazard Cottage, Harberton. Still ongoing.
3) Ford area in Harberton. D Cllr Mrs Steer had spoken to Dennis Cornish, who would be willing to consider the landscaping proposals after Christmas.
4) Bus shelter in Harbertonford. Yet again, following repairs, the seat had been vandalised, so it had now been removed for safety. The Police had now been informed and there had recently been a police presence in the village again.
5) The buddle hole in Woodland Road, Harbertonford, has still not been cleared out.

Correspondence:
1) Room hire. Harberton Parish Hall for May, July, October and December: £20.00 to be paid. Also, Harbertonford Primary School for April, June, September and November: £20.00 to be paid. Proposed by Cllr Hoddinott, seconded by Cllr Stubbings. All in favour.
2) DCC. Travelling on Devons Roads leaflets shown to the meeting.
3) Dartington Primary School. A new Minor Authority Governor had now been appointed, Mrs Mary Bride Nicholson, 1 Week House, Week, Dartington TQ9 6TP.
4) There will be a DCC meeting on 14/12/00 to discuss the Local Government Act 2000 and how the County Council will proceed with the implementation.
5) Two letters from Mrs Pope of Harbertonford. One referring to the constant damage to the bus shelter seat by a young resident of Harbertonford, the second referring to her request for a pedestrian crossing near the bus shelter. The Clerk will write yet again to Highways for a site meeting.
6) Green Gardens. A letter received from Richard Thomas of Ivybridge, introducing his company as experienced in grounds maintenance.
7) GLEAM. Newsletter shown to the meeting.
8) South Hams Police Liaison Meeting to be held on Monday 8 January 2001 at 7.30pm at Ermington Primary School. All are welcome.
9) DCC. Notification received of nighttime closures on A385 road, Petoe Cottages to Marley Head, commencing 4/12/00 to 21/12/00.
10) Totnes Rail Transport Group. Details of timetable to 18/5/01 shown to the meeting.
11) Reaching out to Women leaflets and details shown to the meeting.
12) S Devon Carers Consortium. details shown to the meeting.

Devon County Councillor Owen Masters then spoke briefly as he had another meeting to attend. He mentioned his efforts to obtain funding for the flood prevention scheme in Harbertonford and how difficult this was as there were so many calls on the money. He felt that a larger proportion should go towards the rivers, whereas 60% went towards coastal schemes. He then left the meeting.
Matter at the discretion of the Chairman:
1) Following discussions, it was proposed by the Chairman to change the venue of the next meeting (January) to Harbertonford Primary School and the Clerk will invite Mr Constantine of the Environment Agency, Miss R Bagley, Chief Executive of SHDC, together with the Flood Committee for a progress report on flood prevention. All in favour.
2) Following further discussions, it was agreed by Cllr Fearn that he will post the monthly Parish Council minutes on the new Harberton website. All in favour.
3) At the Clerks request, Cllr Fearn kindly agreed to take the minutes at the February meeting which she will be unable to attend.
4) Cllr Stubbings reported vehicles badly parked partway across the road near the entrance to Church Court, Harberton.
5) Cllr Preston-Day had again audited the Parish Council accounts, this time up to the end of November 2000.
